This is what I want achieve 

I have Dial out and Dial in Suse Linux servers at two/three
location which in turn are acting as PDC for respective LANs.

The Dial-up connection is need to be established using existing
phone lines at those locations. These Phone lines are Connected 
to a EPBX at those locations and when ever call comes 
telephone operator picks it first and depending on 
dialers request call is directed to respective Dept. extension.
The servers are need to be connected to one of the EPBX
extension due to some constraints.

So when a dial out connection is required the System operator will
pick-up phone connected to External modem and request Telephone
operator to dial-out to other location, when call is picked up by
telephone operator at other end he will request for extension to 
dial-in server at that location, when The dial-in server picks-up
call forwarded and gives beep he will hang-up the phone
and two modems need to negotiate and establish PPP connection

That's all.
