I think you are looking in the wrong file. How about /etc/mail/submit.cf?
(I am not conversant with RHL N (N >= 8) sendmail architecture).

In any case, forward using procmail. A .procmailrc like:

:0
 [EMAIL PROTECTED]

Should forward all mails to the mentioned address.
