Sudev,
  1) Actually 2Gb for 20 users is a bit high (rule of thumb would be 128Mb for
the server plus ~ 50Mb per workstation) but more memory is always better then less.

   I would argue that if you were using fat clients the memory requirements for
20 clients at 128Mb-256Mb would be 2.5-5.0Gb total.

2) You are likely to always use a little swap. The kernel will some some
programs out and not swap them back in until they are used. Some  programs are
used only every now and ten and will stay swapped out for days.

3) As someone else statded, Linux will use as much memory as available (and as
needed) as disk cache  to speed things up. The kernel will flush the cache as
memory is need for other things. On the example you sent you have about 1.5Gb of
the 2Gb in the machine free.
