RH 7.3 is not supported anymore by Redhat. It would be difficult to keep
your RH 7.3 system up-to-date unless you plan to use updates from
the fedora-legacy-project. Better to use a disto that has updates
available, especially if it's connected to the internet.... you could
use fedora core 1 if you're familiar with redhat and want to work with
a similar distro.

The arp ACL requires the special configure option --enable-arp-acl.
