Of course yes. I don't lie in my .sigs.

This when I set MaxClients 2048 on a heavy traffic webserver and switched
off rate limiting and load balancing :-) Icredibly, the server held on
(Redhat 7.3+Updates on a Compaq DL360 G3) and came back to normal when
I restored load balancing soon after the above snapshot.
