Check out The leaf project... I had implemented the Dachstein version with an old 486 processor for a cyber cafe and it worked pretty well. The only problem being the yahoo file transfer and all did not work..which could be tweaked by changing some configuration related to netfilter module. This dachstein version does have an inbuilt firewall policy which you can change to your needs.
