[LIH]KDE writing to devices not allowed

I get this error when  I try copying a file and pasting it on a floppy 
in KDE (3.1). I open a window using the default floppy icon that KDE 
creates on the desktop. Copy from the home directory and paste it on the 
floppy window which generates the following error:
"writing to devices is not allowed"
What is the source of this error? Distribution is Mandrake 9.2
