Am running up to 20 terminals with 1.5 gb RA.
What is output of free -m ? In my case right now with 17 users:

-/+ buffers/cache:        751        759
Swap:         1992        189       1802

Look at the second line under used column - 751mb. Linux caches
aggressively and so first line reports used 1461 mb. It also depends on
what applications are being run in your network. If the applications
that newer users are going to run are already being run by existing
users then there will be virtually no increase in memory utilisation.
