Which distribution are you using? Also which version of gdm are you
using? I use Xfce4 on Debian Sid and it works peacefully.

Look at /etc/gdm/gdm.conf
Check out http://www.jirka.org/gdm.html

Note that the more recent versions of gdm (I use 2.4.4.7-1 from Debian Sid)
require a xfce4.desktop file and minor changes in /etc/gdm/gdm.conf for you
to be able to see Xfce4 in the gdm menu.
