First I converted a sample file to .wav format and I tried to convert it to ogg using following commands:
1) oggenc --managed -b 128 -m 128 -M 128 sample.wav 2) oggenc --managed -b 128 sample.wav
In any case the bitrate is still vibrating and average bitrate not equal to 128. Isn't there a way to have constant bitrate in an ogg file?
Is there a better way to convert whole mp3 collection to ogg?
