Am using Debian Gnu/Linux 'test'.
I came across few broken packages,searched the whole debian.org site to find page to report.
So, I assume that we need to report a bug to package
which is cozing the trouble.
Yes, you are right, you need to report this to the author of the package or maybe at debian's bug tracking system. But, you are using Debian testing, so this particular package might actually be in transit or something. In that case, wait for a few days and the problem should be fixed.
