Interpretation of this message (LI) is as below. I am not on RH, but at the face of it, there are chances LILO itself is perhaps broken. The partitioning may not be of significance here. You may have to re-install all over or try a CD boot (rescue mode) and try through grub, or, reinstall LILO alone and retry.
No need for a reinstall, boot from a Win 98 startup disk, do a fdisk /mbr
Start with a Linux diskette, and then run lilo -v
