There are two issues here:

o Launching apps from desktop icons.  This  depends  upon your 
  desktop environment. For KDE and gnome, right-click  on  the
  desktop and fill in the requirements. For other Window mana-
  gers, it is WM specific.  Need to RTFM for your WM. Many WMs
  do not cater for such a feature at all.
  
o For mounting devices with non-root privileges, you  need  to
  have that device  included in /etc/fstab. This  has  already
  been covered in previous posts ... For an example,  see  sig 
  below.
