Beginning with version 8.13.0, Sendmail is compiled by default with support 
for the milter API. Also, libmilter will not unlink a socket when running as 
root, which was the recommended, but not default, configuration in previous 
versions.

In versions prior to 8.13.0, sendmail did not support mail filters by default, 
and must be compiled with filter support enabled by defining -DMILTER. To do 
this, create devtools/Site/site.config.m4 with the following lines:

dnl Milter
APPENDDEF(`conf_sendmail_ENVDEF', `-DMILTER')
APPENDDEF(`conf_libmilter_ENVDEF', `-D_FFR_MILTER_ROOT_UNSAFE')
