Do you mean port redirecting your traffic to port 3128 and not
allowing direct access through squid.

try:
iptables -t nat -A PREROUTING -s 192.168.1.0/24 -d 0/0 -p tcp --dport
80 -j REDIRECT --to-port 3128

Do you want to block all access on 3128, i.e do not allow anyone to
use squid proxy other wise, then block port 3128 on the INPUT chain.
