It was finally dns problem of sancharnet server... I just reversed the entries in the resolv.conf file and since the first dns server was not working after reversing the entry now squid works.. Actually when primary dns server is down it should have gone to secondary dns server list in resolv.conf which was not happening... Thanks everybody...
