Your ppp connection is brought down when sustained inactivity (for more than
x minutes) is noticed - that is, when no packets go across the wire.
The first packet that goes across brings the interface back up.
If you want to avoid regular disconnections, just setup a job (called in
/etc/ppp/ip-up.local and then stopped in ip-down.local) that sends maybe a
single ping packet to some remote host every few minutes.
