look in the messages that dmesg shows.
look if sysfs is mounted. If yes, udev is being used.
look into the init script, at the very beginning as to what it does.

I can't say exactly because I've not used Mandrake. But If it's the
latest version (say kernel 2.6) it might be having devfs or udev.
devfs is already obsolete
