I suppose you could use the source rpm for reverse and the tar balls for installing debian sw in redhat.
I am not aware of any straightforward solution primarily due to the way both these distros arrange their binaries. Also the dependencies may not be fulfilled.
there is a sw called alien for the reverse though.
