If am not wrong, you are talking about the BSNL netone service.
Is it that the bsnl server is configured to expect connection from a client machine running only windows?
I've been using this service, for quite sometime on my linux box without any issues (I didn't use wvdial though). Perhaps you need to set "Stupid Mode = 1" in your wvdial.conf ?
