Some suggestions:

1)  Specify a proxy for the local programs like wget, ncftp, lynx, etc.
     If you have nothing to do, it can help you get to know the syntax 
     of these files. Either add the proxy config stuff in the "rc files".
     ie. /etc/wgetrc, /etc/lynx.cfg
     or set up the proxy environment variables i.e HTTP_PROXY, etc.

2)  Are you sure local NAT works in iptables? Its been a long time since 
     i've read the man page, but I remember from my earlier days that 
     local NAT did not work. I also remember that later there was a workaround
     and the new versions may support it.

3)  The "-i" option is quite helpful for iptables wherein you can specify 
     the "input" interface to match packets. So you qualify packets better.
