I have to agree with the OP that OpenSwan is the only Free Software
option for VPNs since it is the only one that implements IPSec VPNs.

Why do you feel it is mandatory to support IPSec to provide VPN services ? I dont think the definition of VPN mandates IPSec.


Oh no - I didn't mean that IPSec is mandatory for VPN; only that IPSec
is desirable - when you consider interoperability and the openness of
protocols. Even ssh port forwarding is VPN, but I will not recommend
it for enterprise-wide deployment.

I was under impression that kernel 2.6 does support IPSec.. I found this in brief googling but I don't know if it is good enough for big deployments..
