I'd disagree here. There's a difference between offering services for
GPL products (like Red Hat is doing with the RHAS family) and keeping
information confidential (which is what Nessus effectively is turning
into). It's one thing if the Nessus author offers his services for
installing, setting up, tuning, customising or using Nessus; not
releasing the plug-ins (or releasing them delayed) is a different
kettle of fish altogether.
Having said that, the author is well within his rights to choose
whatever business model appeals to him. After this episode I
personally would also look for a security scanner that does not put
time-based restrictions on the plug-ins available, even if it
currently had only, say, half the features of Nessus -- that's my
prerogative.

Pay out revenue for services: yes. For products: no, I'd rather look
