qmail with RBL is reactive spam solution. hence, a email submission has to happen followed by RBL rule/lookup execution.
The problem is that he is using rblsmtpd.. so what happens is when there's an smtp connect from a blocked IP, it will open into an rblsmtpd daemon, which does nothing except issue a 5xx reject and close the connection
So running qmail on an alternate port for submission users is an idea ..
