Always go for a registrar who is listed in the ICANN directory of registrars (http://www.icann.org/), avoid resellers even if their deal is to good to pass up.
I use godaddy.com for my domain registration. They are based in CA, USA. Excellent service, prompt replies and resolutions to problems. I have transferred domains from other registrars to godaddy.com - no charge from either end. Typically most registrars will keep the domain in your name for 30-60 days depending on their billing policies. However, many registrars also offer "reservation" of domain names and it is legit to snatch your domain name once it shows "expired" in the TLD registry. Most registrars will send you several reminders to renew. So unless you are tuned out for extended periods, it is difficult to miss these reminders. Registrars also offer the lock feature to avoid unscruplous transfers of domains from one registrar to another but that lock is operable by YOU. When you transfer, if you have to give OK before the registrar will transfer it to the new one.
