do a netstat -ln and confirm if squid is actually running of port 80.
if it is, then most of the times you will get an error that is generated by squid. That will tell you what to do next.

and then service squid start

.... i also configured my client with 192.168.0.1 port

but i still get "Page cannot be displayed message"..
