1. Set up smtp auth and allow only smtp auth relaying (there's an AUTH + TLS patch that you can use). Don't set up /etc/tcp.smtp.cdb to relay for your LAN IPs.
2. Grant auth usernames and passwords for only your authorized users
3. These guys can send and receive using smtp auth to outgoing addresses
4. Other guys, who dont have smtp auth, can still use the same mailserver to send mail, but in effect they can only send mail to a domain that's defined as local on your mailserver (that is, your office domain). Mail to any other domain will be bounced back to them as relaying denied, as they dont have auth privileges to relay through your server.
This is, of course, assuming that they dont use some other smtp server (say setup sendmail or whatever on their desktop and deliver direct to MX from behind your NAT .. for which you'd have to block port 25 both ways at your firewall, except to your mailserver's IP). Or they could ssh into the mailserver and fire up pine or mutt there .. that again is an access control issue for you.
