You are right, of course. 

Note to self: Do not reply to email from mobile phone where it is much
more difficult to actually do research to verify the ansers you are
providing. ;-)

I was referring to is fips and not rawrite. With Debian it has been
ages since I did a fresh install that I have forgotten the tools that
enables one to jump through hoops.
