Configure an apache virtualhost -
NameVirtualhost *:80
<Virtualhost *:80>
Servername www.2.com 2.com
Redirect Permanent / http://www.1.com/
</Virtualhost>
Replace *:80 appropriately if you define virtualhosts differently.
