In fact, just have one instance of squid and include acls for local
socket address.

acl someacl myip 192.168.100.1/255.255.255.0
acl anotheracl myip 10.20.30.4/255.255.0.0
http_access allow webmail someacl
http_access deny webmail anotheracl

etc...
