Where do you think the cp command itself is? It is /bin/cp. When
someone blew away your /bin, you probably also lost your /bin/cp.

1. If you have the /bin/* files from the other RHL9 machine on a CD or
some such medium, I would recommend booting your machine with a live
CD (like Knoppix or some such), mounting your hard disk partition
containing /bin and copying the files from the other RHL9 machine over
into this partition.

2. I would strongly recommend reinstalling this machine with the
latest version of your favorite distribution. Who the hell knows how
your files got deleted. Perhaps a root kit was installed.
