I purchased a HP/Compaq Laptop, just one month back (TU2202), which they advertise for Rs 30,000. I only asked the RAM to be upgraded from 256 MB to 512 MB. I have loaded windows, Fedora Core 4 and One more Linux distribution for experimentation.
I had to only pass a boot time option of acpi=noirq (or something like that) to get everything working nicely on Fedora Core 4. Otherwise Laptop seems fine and I have not received any complaint from my daughter (who is a heavy user of Linux, being a Comp Sci student) so far.
