who? (do you need to insmod?)

Perhaps iptables or your kernel needs to be upgraded.

Make sure that you don't have ipchains also running. Disable ipchains from starting at boot time using ntsysv or chkconfig.

I hope you haven't recompiled the kernel and left out some netfilter modules. If disabling ipchains does not help its possible that some of the modules are missing. In that case reinstall the kernel and iptables from the Red Hat CDs. Of course, upgrading them would be the best option.
