While totally I agree with you, we should not forget that what the OP asks for is standard feature on several host-based firewall products (popular in the Windows world). HTTP as spoken by Firefox and Opera is the same dialect, but a host-based firewall should be able to distinguish between Firefox and an attacker exploiting php's fopen() (to take an example).
