1. Asiapac IP address allocation is apnic (www.apnic.net) and not ARIN 2. Allocation of a netblock in ARIN / APNIC etc is certainly not done for just one IP 3. Ask your ISP or whoever is authoritative for the in-addr.arpa zone for their particular netblock (especially with small local cable providers not necessarily the same thing) to set this up for you 4. Even if you set up PTR records (which is what reverse dns is) you have to be authoritative for the in-addr.arpa zone for that netblock or you cant serve rDNS 5.
