You seem to be missing the grub binary or whatever /sbin/grub is
symlinked to.

Maybe /sbin or whatever /sbin/grub is symlinked to is on a different
partition which you didnt mount in rescue mode ?

Try running grub-install without doing the chroot. I dont recall
whether FC provides grub in rescue mode - they probably do..

No that wont help - the error clearly says the binary is missing.
