It is like trying to compare apples to oranges. Squid has a separate
and totally independant domain compared to IPtables.

Squid is for cacheing and providing ACL's for HTTP traffic only. Squid
can handle things like authentication and authorization.

IPtables is for providing ACL's at the IP level. I donot believe
IPtables has the facility to authenticate or authorize a specific IP to
do anything.

I donot believe there is any decent tool to configure Squid or to
manage IPtables rules. Though it definitely is easier to review
squid.conf than to see a listing of iptables rules.
