hi! You also need to configure the snmp agent (i.e the node you are monitoring)..
you can do this by editing the file /etc/snmp/snmpd.conf Like most SNMP tools I think Cacti would also require you to configure basic things like the IP range and the community names you would like to use to fetch data... find out how to do that in cacti.
