Does the client you use also have TLS support? Try command logging
from the client.

I haven't heard much about FTP over TLS, but I'd imagine clients would
make independent choices on encryption of the control connection and
the data connection. Your best bet in that case is to use something
like Ethereal on a text file.

Why is it that you have to use FTP when scp or rsync guarantee you
encrypted transfers?
