In one line : yes

Read up and google for:
Dynamic DNS : to get your IP routed
Port forwarding under ssh : for secure log in on some IP
Firewalling : to protect your self

Right now I am accessing my office server while connected thru
reliance phone. But then I have advantage of having a fixed IP
connection from Airtel rather than cable connection.
