This is likely to be "sticky" dhcp - hanging off the MAC address

Or it could be that the previous dhcp settings are stored in a file
somewhere on your system (wherever dhcpcd / pump / dhclient etc keeps
its settings) and it tries to bind to the old IP again.

Deleting that file would typically get you a new IP, if the dhcp server
doesnt allocate IPs based on your MAC address

If MAC address is the case, changing your ethernet card will get you a
new IP [simplest way to do it]
