When I rebuilt firefox using ubuntu packages, it did congifure with
the --enable-pango flag by default, I didnt have to change anything.

I thnk this is driven by an environment variable. (MOZ_DISABLE_PANGO)

On Ubuntu, hi_IN should be amongst supported locales in
/var/lib/locales/supported.d/local. Look at /usr/bin/firefox script,
and search for the section which sets this env variable.

Try it, if it doesnt work, let me know, and I can put my firefox build
somewhere for download.
