I thnk this is driven by an environment variable. (MOZ_DISABLE_PANGO) On Ubuntu, hi_IN should be amongst supported locales in /var/lib/locales/supported.d/local. Look at /usr/bin/firefox script, and search for the section which sets this env variable.
