Thanks for that suggestion. My TV is NTSC and I have configured my
BIOS to send out signals that are the same. Still, the problem exists.

I am leaning towards the cable being the problem because I am able to
send color output from another laptop and another s-Video to RCA cable
(which I am unable to use for my specific application at the moment).
