Rules/methods vary from distro to distro. Some are binary yes/no decisions
others have a age/time based cleanup option.

Happens both at startup and/or from cron depending on the distro/method.

RH-clones = tmpwatch package and config file /etc/cron.daily/tmpwatch

Debian-clones =  /etc/default/rcS

Gentoo = /etc/conf.d/bootmisc 

If you deviate from the distro defaults you need to keep track of any
changes to the config files during updates/upgrades or you can be in for
really nasty surprises
