Nope, it's not.
Although it sits on the motherboard, it uses the same UART chipset which is
in turn is responsible for the modem to PC speed.
As far as your modem -- ISP modem speed are concerned, that is totally
decoupled from the modem interface (internal/external)

Any expert (a little in-depth) comment on this ?
