Yes, it will work! But only root can enable it ofcourse...
otherwise any normal user could shutdown the machine!
So, run linuxconf as root, and then do the folowing.

PS: btw, how can a normal user use 'system calls and trapping keys' to shut 
down? If thats possible, isn't it a security nightmare?
