The problem here is that the inittab needs to be edited under single mode. But this may not tbe possible if the rootfs is mounted ro and not reverted to rw mode (which generally happens in single mode). In that case theres no choice but to mount it rw at bootprompt in single mode. This is what I had to do when my linux box crashed due to a power failure and some config files were damaged.
