I also faced the same problem when installing on a old
Compaq Prosignia machine almost with the same
configuration(16MB,4.3GB).

Choose expert mode of installation and when it comes
to partitioning disk,choose the text based manual way
of partitioning (fdisk) and create partitions and swap
spaces as required.Then with the 'w' command of fdisk
write the partition to the disk.Now when you exit from
partitioning,it will again ask the same question "need
to turn on swap immmediately....".You give 'yes' here
and it proceeds normally.
