Install wu-ftpd or any other ftp daemon if not already installed and
remove the # at the beginning of the follwing line in /etc/inetd.conf
#ftp     stream  tcp     nowait  root    /usr/sbin/tcpd  in.ftpd -l -a

then run killall -HUP inetd
