Not exactly.. procmail is a general purpose mail filter that can be used
to do things like putting mailing list mails into separate folders, or
other more imaginative things. Fetchmail pulls email off a POP3 server and
delivers locally using a local MDA or local SMTP.

In this case, fetchmail is enough.. though it's not clear whether these
two users have separate mailboxes or are collected in one.
